Jury

The jury panel will be composed of five members, namely:

  • Chair: Mayor Emeritus Carl Cederschiöld, representing the host city Stockholm

Carl Cederschiöld is a Swedish Moderate Party politician. He was Mayor and Commissioner of Finance for the City of Stockholm during the periods 1991-1994 and 1998-2002.
Previously, he has been an active member of the Confederation of Swedish Conservative and Liberal Students and was chairman between 1972 and 1973. He was elected to Stockholm City Council in 1976.

Since his post as Mayor he has continued to work for the City of Stockholm as a consultant, especially with international and European issues. He has also been in charge of finding a solution to Stockholm’s traffic problems and is a key player in developing Stockholm’s congestion charge system.

Early 2009, Carl was appointed President of CEEP (The European Centre of Employers and Enterprises providing Public services). 

  • Pedro Ballesteros, representing the EU institutions

Pedro Ballesteros Torres is principal administrator at DG Energy and Transport of the European Commission. Among his duties, he is in charge of the launch and management of the Covenant of Mayors, the EU initiative to support local authorities leading the fight against climate change; the Sustainable Energy Europe Campaign; the European Commission programme for communication on clean energy; the ManagEnergy initiative, to foster local action on sustainable energy and transport; the co-ordination at DG TREN of the Intelligent Energy Europe programme and the initiative Islands for Sustainable Energy.

He is an Engineer in Food Industry having studied at the Universidad Politécnica of Madrid, and has a MBA in Energy Business. From 1984 to 1994 he worked as consultant in energy and environment issues for European institutions and the United Nations. He has worked at the European Commission since 1995. 

  • Dr. Nuria Benach, representing academia

Dr. Nuria Benach is Director of the Human Geography Department, University of Barcelona. She is a lecturer in urban geography, cultural geography and theory of geography.
She is also co-editor of the International Journal of Urban Sustainable Development, and a member of the advisory board of Urban Research & Practice, among others.

Her research has focused on the effects of the urban, social and economic transformation of urban spaces. At present, Dr. Benach is working on the growing impact of urban tourism and the trivialisation of meanings caused by the economic promotion of tourism. 

 

 

  • Carl Mossfeldt, representing the independent sector

Carl Mossfeldt is the executive vice president of the Tällberg Foundation, with special responsibility for the strategic development in close cooperation with the chairman. Currently a major focus is on strategic issues related to sustainability, development and climate change, both for corporations, municipalities and civil society organisations.

Carl started his career in strategy consulting for the financial services industry. He has also worked as a teacher of Economics and Philosophy in India and has extensive experience from development. His current main interest is the interplay of global issues and trends and the way these affect the concrete strategies and operations or organisations at a local level.

Carl is a graduate of the United World College of the Adriatic in Italy and holds a BA in Politics, Philosophy and Economics from the University of Oxford, and an M.Phil in Philosophy from the University of Cambridge.

  • Heidi Avellan, representing media

Heidi Avellan, MSc in Economics and Politics, has worked as a journalist since 1984, focusing mainly on climate, environmental, political and economical issues and has been a northern correspondent for the Finnish newspaper Hufvudstadsbladet and the Danish Politiken. Since 2005 she has been the political editor-in-chief at the Swedish liberal newspaper Sydsvenskan.

She has connections in several European cities through her birthplace of Helsinki, her former hometown Stockholm and her current home of Malmö.

As a journalist, Heidi is particularly interested in liberal issues, such as integrity and individual rights, as well as equality of opportunity and integration.
