The activity or practice will be judged on the following:

  1. Active involvement of a broad range of partners in both planning and implementation.
  2. A demonstrable impact on the everyday life of the city for a minimum of six months preceding the time of the Award entry.
  3. Transferability of the concept of the activity or practice between cities.
  4. Initiative taken in the planning and implementation of the activity or practice, independent of regional and national government.
  5. Efficient use of available resources and long-term financial sustainability.
  6. Direct relevance to the theme of the annual conference.
